The nature and purpose of the proposed project is to provide facilities for passive and active recreation that support Policy 9.2 of the City of Pasadena's Comprehensive General Plan in order to provide recreation facilities and programs to meet the diverse needs of City of Pasadena residents and visitors. The Arroyo Seco Mster Plan (HWP), (2) Central Arroyo Seco Master Plan (CAMP), (3) Lower Arroyo Seco Master Plan (LAMP), (4) Rose Bowl Operations Company (RBOC) Use Plan, and (5) Design Guidelines.
