Document Description
California Department of Fish and Game is intending to execute a Lake and Streambed Alteration Agreement (SAA #R5-2001-0269) pursuant to Section 1603 of the Fish and Game Code to the project applicant, DMB San Juan Golf Associates, LLC. The applicant proposes to alter the streambed to construct an 18-hole championship golf course located within an approximately 230-acre footprint. In addition to the golf course, the project will include construction of an unlighted practice range, clubhouse, parking lot, and standard golf course facilities such as cart paths, restrooms, putting greens, and maintenance areas. Also included in the project design are seven storm drains which will outlet to Trabuco Creek, two bridge crossings of Trabuco Creek, and the creation of a regional riding and hiking trail. The project will impact 8.317-acres of streambed, which includes 6.2-acres of jurisdictional open water, 0.123-acre of southern willow scrub habitat, 1.007-acre of mulefat scrub habitat, 0.60-acre of disturbed mulefat scrub habitat, 0.04-acre of ephemeral drainages, 0.16-acre of freshwater marsh, 0.120-acre of disturbed wetlands dominated by non-native vegetation, and 0.065-acre of unvegetated portions of streambed. The applicant's mitigation measures include: creation of 16.0 acres of wetland or riparian habitat within the project footprint; dedication of approximately 360 acres of open space, of which approximately 88 acres will be added to the Lacera Ranch Open Space Conservation Easement, 49 acres will be dedicated via conservation easement to CDFG, and 223 acres will be dedicated in fee to O'Neill Regional Park; endowing the approximately 49-acre and the 16-acre biological conservation easements for the management of said acreage; and conducting a brown-headed cowbird trapping program for 20 years of until no cowbirds are trapped for 5 consecutive years.
