Document Description
The proposed project consists of excavation and earthmoving in preparation for construction of a single- family dwelling. The existing average slope of the project area is approximately 26 percent. An erosion control plan has been prepared and incorporated into the project to ensure that the project will not result in excessive soil loss by erosion and decreased water quality by situation.

Reasons for Exemption
The project consists of the construction of a new single-family residence. The proposed residence is not in conjunction with the building of two or more residences. Pursuant to Section 15303 Class 3 (a), one single-family residence, or a second dwelling unit in a residential zone is considered exempt. Any grading and earthwork involved is considered appurtenant to the dwelling construction and is, therefore, a standard activity necessary for such construction. Base on the Environmental Sensitivity Maps on file at the Napa County Concervation, Development and Planning Department, the project site is not located in an environmentally sensitive area.
