The project applies citywide. It would affect properites inside and outside the City's Coastal Zone. While the City intends the amendment to primarily apply to sites either developed with existing shopping centers or designated for such development, it may apply to other properties, too.
Document Description
An amendment to the General Plan Land Use Element text land the Local Coastal Program that would establish a new policy framework for the location and development of local shopping centers. The project would, among other things, generally require retail development to occur in discrete shopping centers instead of in generalized retail districts. It would also eliminate the General Plan Land Use designations of Neighborhood Commercial and Community Commercial and replace them with a new designation, Local Shopping Center. The project does not propose any development, changes to the Local Coastal Program text of land use map, or changes to the General Plan land use map. Additional, seperate amendments to the General Plan, Local Coastal Program, and the Zoning Ordinance will be necessary to fully implement the project.
