* Construct a third southbound lane from Milpas Street to Cabrillo/Hot Springs Interchange.
* Widen the southbound Milpas Street Undercrossing and construct a new southbound loop off-ramp at Milpas Street.
* Construct an undercrossing at Cacique Street and State Route 101. Replace the Sycamore Creek Bridge.
* Improve the intersections of Cabrillo Boulevard with Hot Springs Road, Coast Village Road, Old Coast Highway, and the northbound and southbound ramps.
* Widen Cabrillo Boulevard to three lanes from the Route 101 southbound ramps to Coast Village Road, and provide a pedestrian/bicycle facility along Cabrillo Boulevard.
