Document Description
The project consists of the construction of a 10 foot by 13 foot building on the concrete compost pad at the Western Placer Materials Recovery Facility. Periodically, approximately two cubic yards of digested, Class B sewage sludge from the City of Roseville or SMD#1 will be placed in this building to dry. The amount of heat and light allowed to enter the building will be varied to determine the optimum drying temperature and the drying times under these varying conditions. A blower system, sized to replace the volume of air in the building every hour, will be installed. The dried sludge will be used as alternative daily cover at the adjacent Western Regional Sanitary Landfill.

Under section 15306, CEQA Guidelines, duplicated as section 31.936 of the Placer County Environmental Review Ordinance, projects that consist of basic data collection and experimental management activities are categorically exempt from further CEQA review. The purpose of this project is to gather information regarding how the drying time of sewage sludge is affected by vartying light and temperature conditions. WPWMA will use this information to determine the feasibility of a large-scale sludge drying facility.
