Document Description
The proposed project is the signing by the University of California of an agreement to convey, provide infrastructure, and waive obligations for the development of properties with the City of Marina and the Redevelopment Agency of the City of Marina. The agreement provides for the granting of a roadway easement and the conveyance of land along the southern edge of a 2,410-foot segment of Neeson Road from its intersection with Imjin Road to a point near its western terminus. A 475-foot segment of the property is 20-feet wide and a 1,665-foot segment is 6 feet wide. The agreement would allow for the eventual widening of the road by the City of Marina; the execution of any project within the easement would be the subject of subsequent CEQA analysis of the City of Marina. The agreement also provides conditions under which the City would be relieved of their obligation (under a previous agreement) to provide a financial contribution to the University for the construction of University Drive and the development of the Gas and Electricity project (a separate project currently under construction).

Reasons for Exemption
The University's signing of the agreement which will convey land via easement and title along Neeson Road will not constitute an authorization for a project to be undertaken and will not, therefore, have any impacts of the environment. Land acquisition agreements can be entered into when an agency's future use of the site is conditioned on CEQA compliance. The City of Marina will conduct CEQA compliance activities and act as Lead Agency under CEQA for any future roadway projects or other activities on the subject property (letter from Charles Johnson, City of Marina Public Works Director, dated May 22,2000).
