Document Description
The County of Orange proposes to alter the streambed to place temporary diversion berms across the concrete channel bottoms to intercept and pond the low -flow urban runoff, and them pump the runoff into the sanitary sewer system, impacting 6,600 ft of stream temporarily. This agreement is only for Phase I. Phase II involves closing the ocean inlets to Talbert Marsh and the Santa Ana River, and is NOT a part of this agreement. This is an agreement for the one- time only temporary diversion work. Any additional work associated with Phase I of this project in future years, or any work associated with Phase II , shall be subject to separate notification pursuant to Fish and Game code Sections 1600 et seq., and shall include an analysis of the effectiveness of the berms to control off- shore pollution and the long-term effects of a continued and/or repeated diversion project. No vegetation shall be impacted. No soft bottom shall be impacted. Diversion structures shall only be placed in concrete portions of the stream. no equiptment shall be operated in ponded or flowing areas or shall be driven in the stream. All diversion structures and any and all associated materials shall be removed no later than October 1, 2000.
