An ordinance to amend Title 17 (Subdivision) of the Municipal Code to rescind Chapter 17.60, "Residential Dwelling Unit Building Permit Allocation System," and to adopt a revised Chapter 18.04, "Residential Growth Limitations." The revised Chapter 18.04 establishes procedures and standards for the implementation of Measure D adopted by the electorate in November 1999.
