Document Description
Mixed-Use Retail/Commercial Center anchored by Home Depot home improvement and garden center, on the site of an operational oil well field. The project would be built on approximately 23.5 acres of land bordered by the I-405 Freeway on the north, California Street on the east, Spring Street on the south and Atlantic Avenue on the west. The proposed site plan includes approximately 212,726 square feet of building/building pad area, comprised of the following: The Home Depot home improvement center: 107,920 square feet. The Home Depot outdoor garden center: 24,000 square feet, Major Retail Tenant building #2: 32,200 square feet, Major Retail building #3: 25,000 square feet, and four "outpads," ranging in size from 2,500 square feet to 7,500 square feet. Potential commercial uses that could be developed on the outpads include specialty retail, sit-down and drive through restaurants, or other uses permitted in the City's CG (Commercial General) zoning district. A total of 1.149 on-site parking spaces are proposed, well above the 881 minimum spaces required under City's parking standards. Several existing oil wells would be capped, and miscellaneous storage areas, oil-contaminated soil remediation pits and buildings on site would be removed. A number of wells would be retained and enclosed within proposed landscape planters and other small areas within the parking lots in front of and behind the row of main buildings. A square-shaped area roughly in the middle of the site would be enclosed by a masonry wall, where several oil wells would continue to operate and adjacent outdoor storage could occur.
