Demolition of an existing movie theater and recreational facility, development of a new multi-story 350- unit apartment complex with parking garage and redevelopment of the existing Handlery Hotel. To allow for the intensity of proposed multi-family residetial development, the project proposes to rezone a portion of the site from MV-CV to MVR-4, and transfer density credits from a separate five-acre parcel of the project site that would remain undeveloped as open space.
