The proposed project is comprised of modifying existing facilities to permit ethanol, as a substitute for MTBE, to be received into the Marine Terminal for transshipment through the Wilmington Plant for ultimate blending into gasoline at existing, offsite marketing terminals. It has been determined that the potential adverse environmental impacts, including air quality, water and transportation, from the proposed project are not significant.
