Document Description
A precise Development Plan to allow the development of a chemical manufacturing/ packaging plant and associated facilities on three separate parcels of record zoned M-3 PD FPS (Heavy Industrial - Precise Development - Floodplain Secondary Combining) District. As proposed, development would entail the expansion of an existing acrolein repackaging distribution facility on 4.5-acres of a 11.66-acre parcel and development of a 6-acre lined wastewater sump on two parcels totaling approximately 13 acres. The proposed acrolein production facility would produce a maximum of 10 million pounds of acrolein per year. The manufacturing process would be operated twenty-four hours per day, seven days per week in three operating shifts and is expected to employ approximately 25 individuals. Water for acrolein operations and the fire suppression tank would be supplied via an existing onsite well. Bottled water would be used for potable water needs. Sewage disposal would be by individual septic system. Storm water runoff from the expansion would be collected in an onsite drainage sump while storm runoff from the existing repackaging plant would continue to be discharged off-site in accordance with an existing storm water permit. Wastewater from plant operations would be discharged to the proposed wastewater sump in accordance with a waste discharge permit. Access would continue to be via South Lake Road which is designated as a Collector/Secondary Highway alignment by the Circulation Element of the Kern County General Plan.
