Document Description
The project consists of text changes to the Otay Ranch General Development Plan/Subregional Plan (GDP/SRP), and identical changes to linked sections of the Otay Ranch Resource Management Plan (RMP). The proposed revisions alter the former GDP/SRP language that requires cultural resource surveys for each major Otay Ranch parcel, prior to processing of the first Sectional Planning Area/Specific Plan Area (SPA) on that parcel. That direction was appropriate at the time of GDP/SRP adoption, when there was only two major landowners/developers. However, now there are ten owners/developers, each with their own agendas and priorities. The proposed changes recognizes the different circumstances by permitting completion of the required cultural resource surveys on an ownership basis, prior to the processing of any SPA for that ownership.
