The proposed project consists of requests for: 1. A General Plan Amendment to change the land use designation of 38.88+- acres from Recreational to Low Density Residential; 2. A Community Plan Amendment and corresponding Rezone from Recreation (O) to Residential Density 5 (RD-5) on 16.23+- acres and Residential Density 4 on 22.65+- acres; 3. A Tentative Subdivision Map to divide 38.88+- acres into 130 single family lots, 4 landscape corridors, and a 5+- acre park extension to the Toby Johnson Park; 4. A Special Development Permit to allow the project to be served by private streets; 5. A Development Agreement Amendment; 6. A Zoning Ordinance Amendment to approve the Development Agreement Amendment; and 7. A Release from the prior Zoning Agreement adopted by Resolution No. 90-1109. It should be noted that the applicant is proposing to mitigate the loss of the 22+- wetland preserve on the lots proposed for development with the construction of wetlands on a 71+- acre site comprising agriculturally productive land adjacent to South Stone Lake.
