Document Description
The Smith River is located in northern Del Norte County and is designated as a Federal Wild and Scenic River. The lower Smith River is defined as the 13.8 miles of stream from the Hiouchi Bridge to the mouth of the river. A habitat assessment and rezoning procedure completed in 1989 mapped and delineated the area and habitat from the Highway 101 bridge to the estuary. The delineation resulted in corresponding zoning designations that identify the Riparian and Estuary (river channel) habitat of the lower river. Although this designation amended the zoning for only the area below the 101 bridge, the area from 101 bridge to Van Deventer Park consists of similar habitat types. The Smith River, within the project reach, occupies a small valley and the Smith River Plain. The Smith River valley area from Van Deventer Park to the 101 Bridge is controlled by bedrock and depositions of sand and gravel. The area below the 101 bridge crosses the Smith River floodplain. The lower river is controlled for much of the stretch for flood control purposes. Levees exist on both the north and south banks of the river, although they are not continuous to the entire stretch of river.
