Document Description
The Sycamore Ranch CFD No.1, Phase 2 improvements would involve roadway improvements and utility line installation anticipated as part of the Souheast Area Specific Plan in the Sycamore Ranch area. The Proposed Project would include roadway improvements and utility installations along the following: Pioneer Avenue, Gum Avenue, Bourn Drive/Court, Gibson Road, Ogden Street, County Road 102, County Road 23, and Kincheloe Drive within and adjacent to Sycamore Ranch (see figure 2). Roadways would be widened to full or partial arterial standards (two travel lanes each direction with raised median) at all or portions of Pioneer Avenue, Gibson Road, and County Road 102 along existng alignments. Gum Avenue would be widened to collect standards between Pioneer Avenue and Klenhard Park. Roadway modifications would also include: new curb, gutter, and sidewalks along all or portions of Gibson Road, Conunty Road 102, County Road 23, Pioneer Avenue, and Bourn Drive/Court; landscaping, installation of traffic signals at key intersections, restriping; and installation or activation of street ligths. Water, sewer, and storm drainage connections and conveyance lines would also be installed at certain locations (see Figure 2). The proposed infrastructure improvements would not result in any changes in land use, population, or traffic and circulation that were not previously assumed and analyzed in the certified EIR. It is assumed that relevant mitigation measures adopted as part of the Southeast Area Specific Plan EIR would be implemented to mitigate construction and operational impacts resulting from development of the proposed project.
