Document Description
The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement number 1600-2006-0002-R5 pursuant to Section 1602 of the Fish and Game Code to the project applicant, Mr. Paul Caron of the California Department of Transportation (Caltrans). The Operator proposes to alter the streambed and banks of eleven jurisdictional channels by constructing 11.2 miles of additional High Occupancy Vehicles (HOV) lanes on SR-60 freeway in both directions between I-605 and Brea Canyon Boulevard. In addition to HOV lanes the project includes the construction of sound walls and removal of two existing pedestrian overcrossings. The project will be within State Route Right of Way limits. The Operator shall not impact more than 0.55 acres of stream channels subject to Department jurisdiction pursuant to Fish and Game Code Section 1600 et seq. (approximately 0.255 acre are permanent impacts and 0.295 acre temporary impacts) as a result of this construction. The operator shall mitigate impacts to stream channels at a compensation to impact ratio of 4:1 for the permanent impacts by offshore creating/restoring a minimum of 1.02 acres of native riparian willow/sycamore woodland species and mitigate the temporary impacts at an impact ratio of 2:1 by onsite creating/restoring and/or enhancing a minimum of 0.59 acre of native riparian species for a total mitigation obligation of 1.61 acres.
