Document Description
One of the potential negative effects of substantial pumping of groundwater in the southern portion o f the Chino Basin in the potential to cause subsidence of the sediments that underlie this portion of the Basin. This issue was also extensively discussed in the Peace II Project Subsequent Environmental Impact Report (SEIR) and mitigation (Mitigation Measure 4.3-9 of the SEIR) is required to monitor subsidence and use adaptive management techniques to control subsidence if it is observed. To effectively monitor potential subsidence in the southern portion of the Chino Basin, the Watermaster is proposing to install a subsidence monitoring system termed an "extensometer." As a requirement of the Peace II Project SEIR, the "Chino Creek Extensometer Facility" (proposed project) is designed as a key subsidence monitoring system that will be installed under the Peace II Project SEIR. After reviewing the proposed Extensometer Facility location and potential environmental impacts, it was concluded that this proposed project could best meet compliance with the California Environmental Quality Act (CEQA) through preparation and consideration of an Addendum to the Peace II Project SEIR.
