Approval of an alternative program for creating emission reduction credit pursuant to existing district Rule 27 - Banking of Mobile Source Emission Reduction Credits, only to be used as NOx offsets per federal New Source Review requirements. The Program will allow issuance of credits for replacing certain heavy-duty diesel trucks with low emission alternative fuel vehicles and enhanced maintenance, repowering of certain diesel marine engines with new lower-emitting diesel engines and the use of lower sulfur diesel fuel.
