The Alternative Program was developed pursuant to District Rule 27, Section (c)(1)(vi) (Other Emission Reduction Strategies), in close consultation with EPA and ARB. MERCs may be issued for replacing or repowering on-road heavy-duty vehicles with ARB-certified, low-emission, alternative fuel or dual fuel-powered vehicles; implementing an enhanced maintenance and repair program for the subject vehicles to reduce in-use emissions deterioration; repowering marine vessels with lower-emitting diesel engines; and using ARB-certified diesel fuel in repowered marine vessels, rather than EPA-certified diesel fuel with a higher sulfur and romantic hydrocarbon content.
