Proposes to upgrade its existing Avalon Wastewater Treatment Plant (AWTP) located on Pebbly Beach Road in the southern portion of the City of Avalon, Los Angeles County, California. The proposed expansion would be contained within the existing wastewater treatment plant site and the adjacent Roaring Canyon, also located within City boundaries. Additionally, two associated pump stations within the City would also be upgraded as part of the project.
