- The project consists of installing a 48 inch storm drain outfall into the east side of Colgan Creek 25 yards downstream from Bellevue Avenue in the city of Santa Rosa, Sonoma County. The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement Number R3-2002-0023 pursuant to Section 1601 of the Fish and Game Code to the project operator, Ed Baker/ City of Santa Rosa Public Works Department.
