Properties adjacent to the project roadway segments are designated for Industrial uses, a school site, Residential (Mobile Home 1) and Agricultural/Planning Reserve on the City of Oxnard 2020 Land Use Map. These same areas are zoned M-2, M-3, M-2-PD, M-L-PD, R-1, MH-PD, and Agricultural Exclusive (Ventura County Designation). Rose Avenue is designated as a six lane, primary arterial highway in the Circulation Element. For most of its length, Rose Avenue presently consists of two travel lanes in each direction, with dedicated right and left lanes at most major intersections. However, the segment of this roadway that extends roughly from the intersection of Rose Avenue/West Fifth Street south to the intersection of Rose Avenue/Emerson Avenue presently consists of one travel lane in each direction. This project proposes to improve Rose Avenue consistent with the Circulation Element of the 2020 General Plan.
Document Description
The Rose Avenue Roadway Widening Project proposes to improve a 5,200 lineal foot segment of Rose Avenue, a 1,200-foot segment of Mountain View Avenue, a 260-foot segment of Emerson Avenue and a 610 foot segment of Wooley Road located in the City of Oxnard (Ventura County). That segment of Rose Avenue, which represents the study area, begins at the intersection with Fifth Street and extends south to the intersection with Emerson Avenue. The studied segment of Mountain View Avenue extends from Pacific Avenue to the intersection with Rose Avenue while; the segment of Emerson Avenue under study extends approximately 260 feet east of the intersection with Rose Avenue. Finally, the Wooley Road improvements would extend east, 610 feet from the Rose Avenue intersection. Four alternatives, including a no-project alternative, were initially considered for the proposed project. Alternative A was determined to be the Preferred Alternative based on the need to accommodate current and projected future traffic volumes in a safe manner with the least distruption of structures and existing, permanent roadway and landscaping improvements as well as right-of-way acquisition. Alternative A would widen Rose Avenue to accommodate two 12-foot wide travel lanes in each direction, provide a 10-foot wide dedicated turn lane at those intersections where they presently do not exist, introduce a 5-foot wide bike lane in each direction, and construct curb, gutter and sidewalk on the west side of the street where it presently does not exist. A portion of Emerson Avenue, Mountain View, and Wooley Road would be improved to align with the improved Rose Avenue. The project would also upgrade the existing storm drainage network, because the existing system is not adequate to handle current flows after as well as flows after the roadway improvements are in place.
