Planning Commission recommendation to City Council to re-open Special Permit and Use Permits to consider revisions to vested project; approval of 208 hotel rooms, 10,200 square feet of meeting area, 95 restaurant seats and 18,581 square feet of retail. Re-open Parking Adjustment to provide 273 on-site parking spaces (360 required); review of Use Permit to reduce on-site parking by 50% for accessory uses, pursuant to Municipal Code Sections 38-36.A and 38-117; consider Use Permit to modify the following: Cannery Row Land Use Plan standards to 1) allow Buildings A and B to exceed 45 foot building height (46 feet proposed); 2) allow Buildings A and B's fourth stories to exceed 40 % of the structure's building outline (100 % proposed for Building A and 93% proposed for Building B); 3) allow Building B to exceed the Floor Area Ratio of 3.0 (3.6 proposed) due to hotel balconies; review of three variances due to City initiated change of zoning of the vested hotel project from C-R to VAF: 1) to allow lot coverage over 30% (Site A-40% proposed, Site B- 97% proposed, and Site C-100% proposed); 2) to exceed minimum site area per sleeping unit (guest room), (Site B - 258 square feet proposed, 600 square feet of site area required); and 3) to allow no setback (10 foot setback from the property line around each development required). Approval of pedestrian access crossing the property line behind Doc Ricketts' Lab parcel and vehicular access onto City-owned parcel between hotel Building A and Bubba Gump's Restaurant parcel.
