Document Description
The project is a Minor Use Permit for an animal sanctuary for wolves, lions, tigers, foxes and servals. The animals were all born in capitivity and have been brought to the sanctuary because the animals were abandoned or let go by previous owners. The property is 40 acres in size located in remote area of the County. The animals will be kept in double entry steel cages on the property with a additional fence around the animal compound portion of the site. Based on the results of a noise study, noise attenuation walls must be constructed to assure that noise from howling wolves and roaring lions are mitigated to below a level of significant. The project is consistent with the General Plan because animal raising is anticipated by the (18) Multiple Rural Land Use Designation which is applied in remote areas to broad expanses of rural land with the overall low population density and with an absence of most public services. The property is zoned S92 General Rural and contains an "O" Animal Use Type Designator which permits Specialty Animal Raising Wild or Undomesticated Use Type with approval of a Minor Use Permit pursuant to The Zoning Ordinance Section 3100; therefore, the proposed project is consistent with plan and zone.
