It is exempt because the project involves construction and upgrade of an existing telecommunications utility system (conduit, cabling, pathways) with new and upgraded components which retain the same purpose and with negligible physical expansion, primarily involving increase of electronic carrying capacity. The project is required to make the campus telecommunication system adequate to support current standards for necessary services in voice, video and high speed data communication. The physical area in which the project will occur is primarily urban non-native landscape and hardscape within the existing campus manmade enviroment; additional constuction will take place within existing buildings.
