Reasons for Exemption
The Project is a minor alteration of existing public facilities and minor alteration to land. It does not constitute an expansion of the roadway network nor an increase to the roadway's traffic capacity. The proposed street improvements are intended to encourage alternative modes of transportation to personal vehicular use and to "beautify" the highway corridor through the Community of Planada. Drainage transmission improvements are within existing roadway right-of-way. The minor land acquisitions at curb returns do not present characteistics which are unique or which would result in significant adverse efects if developed. There is no effect on scenic resources. Any existing structures affected have been identified as not being historically or archaeologically significant. Findings have also been made that no agricultural or wetlands resources will be affected, nor will the project impact special status species.
