Document Description
The existing library was built in 1958 and was designed for print material only. The existing library cannot support currently expected library services such as universal on-line access to information, electronic-based library course offerings, distance learning courses and increased access to knowledge and information resources outside of Hartnell College. The existing library cannot be upgraded, at any cost, to meeting the current and planned needs of the college students. The proposed "Learning Resource Center" would be approximately 63,000 square feet, two to three stories high, and would replace the existing library. The direct beneficiaries of the project include the students and staff of Hartnell College.

The project is a new, two to three story, 63,000 square foot Learning Resource Center. It is located on less than one acre of the existing campus of Hartnell College, in the urban setting of the city of Salinas. This addition to the campus does not increase original student capacity. None of the exceptions to the categorical exemptions apply: i.e., the project will not result in a significant adverse environmental impact due to unusual circumstances; it will not result in damage to scenic resources; it is not located on a hazardous waste site; and it would not affect a historical resource.
