Document Description
The Contra Costa County Flood Control District (District) and the Contra Costa County Public Works Department (Department) proposes to create and restore ten acres containing degraded/marginal riparian floodplain, and seasonal herbaceous wetlands to mitigate for past and future unavoidable impacts to wetland resources. The site is located in the Canada del Cierbo souteast of the Cummings Skyway / I-80 interchange. The project will be built in two phases. The first phase will create 1.22 acres of wetlands to mitigate for unavoidable impacts incurred during two pervious projects: the emergency landslide repair of Hill 310, and the extension of Cummings Skyway from I-80 to San Pablo Ave (Figure 3). Phase 1 will be restored in the summer and fall of year 2000. The second and final phase will be constructed after the Department and District have created a mitigation banking instrument with the US Army Corps of Engineers (Figure 4). The intent of the phasing is to quickly mitigate for past projects, while allowing for adequate time to negotiate the banking instrument.
