Document Description
CDFG is intending to execute a Lake and Streambed Alteration pursuant to Section 1603 (SAA # R5-2001-0044) of the Fish and Game Code to the project applicant, Tony Harper of Sparks Associates, LLC. The applicant/operator proposes to alter the streambed to construct the Summer Glen III Estates subdivision project, consisting of the 29 single family residential lots, appurtenant streets, drainage structures, and utilities, on approximately 9.7 acres. Habitat communities on the project site consists of 7.24 acres of non-native grasslands, 1.54 acres of coastal sage scrub, 0.25 acres of jurisdictional stream (including 0.15 acres of southern will scrub, 0.01 acres of fresh water marsh and 0.09 non-wetland jurisdictional stream), and the remaining 0.65 acre is developed. Project impacts to stream/riparian areas include filling to create lot pads and road embankments, and placing storm drain out-falls within the stream (total impacts 0.176 acres). The Operator has agreed to mitigate for on-site impacts to stream/riparian resources by purchasing 0.342 acres of riparian credits at the Rancho Jamul Mitigation Bank, and by enhancing water quality capability onsite by vegetating onsite stream courses. The project is located in the unincorporated community of Lakeside in San Diego County.
