Document Description
A conditional use permit to allow a cold storage facility for agricultural products (Section 19.14.030.A.2), vegetable product processing (Section 19.14.030.A.2), and an agricultural supply service (Section 19.14.030.D.2) in an A-1 (Limited Agricultural) District. The project site is an approximate two-acre parcel that has historically been utilized for packing assorted vegetables on a limited basis. Existing development on the site consists of a 500-square-foot office, an accessory building, an approximate 10,000-square-foot packing shed with an attached cold storage facility, and a 5,000-square-foot warehouse. The applicant is currently authorized to operate a carrot storage and packing operation on the site for three consecutive months during a one-year period. The applicant is proposing to utilize the project site for a variety of agriculturally related purposes on a year-round basis, as follows: (1) Cold storage- The existing facility would be used to store carrots and occasional loads of produce from insurance and trucking companies; (2) Carrot packing-This operation would take place in the existing packing shed and would utilize 10-15 employees from 8 am to 6 pm, 2-3 days per week. The carrots would be brought to the site once per day by a semi-truck and run down a conveyor belt where they would be sorted into bags and bins. The carrrots would be culls and would already be clean when they are brought to the site (only sorting, packaging, and storing would need to be done). The operation would not provide carrots for table-ready human consumption and thus would not require sophisticated processing that includes water usage. The carrots would instead be used to feed large animals and in the manufacture of canned dog food. The pre-processing and washing of the carrots would be done by Bakersfield paking companies; (3) Welding and manufacturing-This operation would utilize 3-6 employees from from 8 a.m. to 6 p.m. , Monday through Friday and some Saturdays. A one-ton truck would make deliveries of completed projects with available customer pickup. Items to be manufactured include portable pipe corrals, dog kennels, barns, sheds, and fencing. The applicant has indicated that some of the local farmers would be contacted regarding their fencing and storage needs, but that the operation would be used mainly to contain horses, cattle, sheep, and goats; (4) Hay and feed-related storage and sales- This operation would utilize the existing warehouse located at the south end of the site. Between one and two semi-truck loads of hay and feed would be brought to the site per week and would be stored in the warehouse for delivery as ordered. The applicant is proposing to utilize a one-ton truck for deliveries which would enter and leave the site once each day. The hay would be purchased primarily from Bakersfield area growers. The existing and proposed methods of sewage disposal and water supply are an on site septic tank and the Edmundson Acres Mutual Water Company, respectively.
