Document Description
The project proponent is requesting to modify an existing Major Use Permit (MUP) and Reclamation Plan (RP). This modification will allow sand extraction to occur within a 26-acre area not presently not identified for extraction. The 26 acres includes 11.8 acres that were purchased from San Diego Gas and Electric Company. The project will also remove 31.0 acres of land from active mining to protect arroyo toad habitat at the request of the Army Corps of Engineers (ACOE). The project also includes implementation of all conditions required by the ACOE 404 permit (on file). The 404 permit was issued on September 2, 1997. The reclamation plan identifies three phases for the MUP. Phase 1, which is identified as the current mining area. Phase 2 as mining within the northeastern portion of the 26 acres. And Phase 3 as the completion of the mining and the removal or demolition of all existing structures including the sand processing plant, the concrete batch plant, office trailers and all heavy equipment. Additionally, the RP includes conditions of the 404 permit which identifies the site is to be allowed to naturally return to native habitat.
