Document Description
A request to approve an interim Habitat Loss 4-(d) Permit for the removal of 0.39 acres (0.23 acres on-site and and 0.16 acres off-site) of Coastal Sage Scrub on a 2.32 acre vacant site. The removal of the coastal sage scrub is being requested to allow grading/construction of single-family residence and the associated utility lines and a fire management area. The construction and the creation of the fire management zone also involve an off-site grading and an on-going brush clearance/re-vegetation within the adjacent open space area that is owned and commonly maintained by the Homeowners' Association. The habitat loss is proposed to be mitigated by an on-site preservation of 0.69 acres of Diegan coastal sage scrub occupied by the California gnat-catcher, and the off-site re-vegetation of 0.13 acres disturbed areas due to the creation of the Fire Management Zone. A maintenance and monitoring program is also proposed to ensure successful re-vegatation establishment.
