Document Description
Off-site removal and disposal of approximately 675,000 gallons of contaminated liquids and sludge; decontamination, demolition and disposal of 20 tanks and attached piping; cleaning of 3 sumps and associated drainage trenches; and maintaining the site perimeter fence. On November 8, 1999, the Department of Toxic Substance Control (Department) issude an Imminent and/ or Substantial Endangerment Determination and order #99/00-002 to 40 parties who sent waste the Gibson Environmental site. As part of the order the Department is requiring the 27 largest parties who sent liquid waste (Liquid Respondents Group) to the site perform immediate removal actions.

Reasons for Exemption
The Department has determined that immediate measures need to be taken to remove all liquids and sludge from the tanks on this site to protect public health and the environment and prevent an emergency from a potential catastrophic tank failure. Twenty tanks at the facility currently hold approximately 675,000 gallons of ignitable and toxic liquid hazardous waste. Inspection of these facilities over the past few months has revealed that leakage is occurring at an increasing rate from tank valves and at least one of the tanks. The corrosion and signs of leakage observed at these storage units indicate that the structural integrity of the piping and tanks is very questionable.
