Document Description
The proposed project at the California Rehabilitation Center (CRC) in Norco would repair and replace the existing outer perimeter fence and modify the guard towers at the prison. The project would also remove abandoned utilities along the fence line, install some minimal lighting additions, and make drainage alterations along the perimeter fence area. Improvements to the outer perimeter include: 1) removal of existing fabric from the outside and reinstallation of the existing fabric to the inside of the fence frames; 2) repalcement of the existing fencing and new razor wire as required where damaged; 3) installation of barrier slates along specified portions of the fence; 4) removal of the top pipe rail and replacement with tension wire; 5) removal of vehicle and pedestrian gates; 6) installation of new three foot wide concrete sidewalk with erosion protectikon on each side between perimeter fencing where required to supplement existing sidewalks and drainage; 7) make specified electrical improvements for lighting additions; and 8) implement necessary drainage improvements. Modifications to the guard towers would consists of adding windows on two sites below countertop height to improve view. The project is needed to improve security at the institution, and would accommodate the existing inmate population with no expansion of use.
