Document Description
The applicants seek an appropriative wate right to impound 25 acre-feet (AF) of water per year in an onstream storage reservoir on an unnamed ephemeral stream tributary to Stemple Creek. Diversion take place between November 1 and April 30. Water is stored in a pre-existing earthen reservoir with a capacity of 25 AF, a maximum depth of 35 feet, and surface area of 2.5 acres. The dam is 300 feet long, 21.4 feet high, and has 5 feet of free board. Cattle are excluded from the reservoir by both barbed wire and electric fences. Water is electrically pumped from a floating intake on the reservoir up to storage tank on a hearby hill, and is then gravity fed via underground pipelines to several nearby residences, stock troughs, and four poultry barns. There is a 24" diameter, 75" outlet pipe with a fall of 40' and a head of 6' located at the center of the dam. The predominant area land use is livestock grazing, and water is used for stock watering, poultry watering, recreational, and domesticc purposes. The reservoir was built circa 1986. The place of use is fully developed.
The project is located in Sonoma county, approximately 1.5 miles northwest of Two Rock Ranch Station Military Reservation.

Reasons for Exemption
1.) The project involves minor alterations in the condition of land, water, and/r vegetation which do not result in significant loss of mature natural vegetation (e.g., unique habitat, mature scenic trees, riparian vegetation or marshlands).
2.) There is no grading proposed on land with slope of more than 10 percent, in a waterway, in any wetland, in an officially designated (by federal, state, or local government action) scenic area, or in officially mapped areas of severe geologic hazard.
3.) This project will not cause significant adverse impacts on any sensitive environment and will not result in significant cumculative impacts.
4.) There are no unresolved protests.
5.) The California Department of Fish and Game has stated that the project, as proposed herein, will not impair instream beneficial uses.
