Document Description
The purpose of placing six culverts in the current configuration of the head of Old River barrier is to increase water levels downstream of the operating barrier on Old River. The beneficiaries of this modification would be the local agricultural diverters whose diversion activities become hindered, at times, when the barrier is operating. The gated culverts would only be opened when it is necessary to increase water levels downstream.

Reasons for Exemption
The Department of Water Resources believes that this project is exempt under Title 14, Division 6, Chapter 3, Section 15303, because it is a modification to an approved structure that is designed to improve flow conditions for emigrating salmon smolts in the San Joaquin River. This modification would not impact the integrity of the rock barrier or the adjacent levee and will not alter the original purpose of the head of Old River barrier. The six 48-inch culverts when operating will allow a maximum of 1,000 cfs to pass through the barrier and down Old River on a limited basis. No loss of either aquatic or terrestrial habitat will occur as a result of installing and operating the culverts in the barrier.
