A proposed Precise Development Plan for the construction of a new 2.649 SF restaurant and drive-through for KFC (Kentucy Fried Chicken) on a separate .68 acre developable pad within the existing Ferarra Plaza shopping center which includes existing uses consisting of Ralphs, Sav-on and other tenants. The restaurant would be developed on a vacant pad located toward the northeast corner of the site. The subject property is located in the PD-C (Commercial Planned Development) zone and Tier2A (Eastgrove)/General Commercial designation in the General Plan.

1) The proposal is consistent with the PD-C (Planned Development - Commercial) zoning requirements and conforms with the General Plan designation of General Commercial. 2) The restaurant and drive-through use proposal is located within the City limits on a site consisting of .68 acres which is located within an existing developed shopping center and is surrounded on all sides by existing development. 3) The area in which the project is located is not environmentally sensitive and the site contains no value as habitat for endangered, rare or threatened species since it is a small vacant pad located within an existing shopping center. 4) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality, or water quality due to the small project size and in-fill nature of the proposal. 5) The site is currently served by existing utilities and public services and requires no new services.
