The city of Fremont is in the process of evaluating four potential development scenarios in order to resolve long-term resident and business solid waste disposal demands. These scenarios involve either the expansion of the existing landfill activities at the Tri-Cities Recycling and disposal Facility (TCRDF) with enhanced recycling, or the development of a Materials Recovery Facility (MRF)/Transfer Station (TS) with waste hauling to a distant Landfill. Any one of four scenarios could be selected as the proposed Project. Scenario 1: Approximate 72-acre TCRDF landfill expansion to 150 feet mean sea level (msl) with enhanced recycling; Scenario 2: MRF/TS at Warm Springs Road and Grimmer Boulevard with waste hauling to a distant landfill: Scenario 3: MRF/TS at Boscell Road with waste hauling to a distant landfill; or Scenario 4: MRF/TS at the TCRDF with waste hauling to a distant landfill. The purpose of the proposed Project is to provide sufficient landfill capacity and/or materials recovery facility/transfer station service, and to accommodate long-term waste disposal demands. The objectives of the proposed Project include the following: to provide a minimum 20 year waste disposal capacity and/or service to the City of Fremont, and possibly the Cities of Newark, and Union City; to increase the City of Fremont's ability to achieve its mandates under State legislation (AB 939) which requires all cities and counties in California to divert 50 percent of its solid waste from landfills by 2000; to provide for the disposal of waste in a manner and location which protects public health and safety through compliance with applicable federal, state, and local laws and regulations; to minimize land use conflicts and environmental impacts; to provide a cost-effective solid waste disposal service to the City of Fremont, and possibly the Cities of Newark, and Union City; and to minimize haul distances for local collection trucks.
