Document Description
The CCTA was established in April 1989 to implement the Measure C Transportation Improvement and Growth Management Program passed by the voters of Contra Costa in November 1988. The program consists of an Expenditure Plan of $807 million (in 1988$) in projects and programs resulting from the collection of a one-half percent sales tax. The Measure C Growth Management Program established a cooperative, multi-jurisdictional process for managing growth on a countywide basis, while maintaining local authority over land use decisions and the establishment of performance standards. Measure C calls for the CCTA to prepare a "Countywide Comprehensive Transportation Plan" and update it every two years. The first Plan, which was adopted in 1995, established a countywide vision and set of goals, actions and projects for 11 transportation issue areas within Contra Costa. In 1997, CCTA reaffirmed the policies set forth in the 1995 CTP. The CCTA is now preparing a major update of the 1995 Plan, to be called the 2000 Update to the Countywide Comprehensive Transportation Plan. As part of that update, an EIR will be prepared.
