Document Description
Widen County Road A-2 between State Route (SR) 299 and SR 139 from two ten-foot travel lanes aith no shoulders to two twelve-foot travel lanes and shoulders up to four feet wide where possible, and overlay Bieber Lookout Road between SR 299 and the Modoc County line. All work on both roads will be within existing right of way. County Road A-2 is narrow with limited to no shoulders and limited sight distance, yet it is a vital east - west transportation link in northern Lassen County. It currently serves approximately 800 vehicles per day, up to 30% of which are trucks. The Willow Creek crossing will be replaced with a larger culvert to allow better flow during high water conditions. A Fish and Game 1601 Permit and an Army Corps 404 Permit will be required and have been applied for.

Reasons for Exemption
The project consists of minor alterations to existing County roads within the existing right of way resulting in no significant expansion of the current use, capacity or purpose. The intent is to provide a safer roadway, improve the crossing at Willow Creek, and prolong the life of both County Road A-2 and Bieber Lookout Road. The work will have no impact on scenic resources including trees, rock outcrops or historic resources.
