The Agency Board of Directors, per Report on Review for CEQA Exemptions adopted December 17, 1999, incorporated herein by reference as Exhibit A. finds the work catergorically exempt because the activity will replace, convert, construct and reconstruct facilities of the Purification Plant that have substantially the same purpose and capacity as the stuctures replaced and such construction and other acitivities are limited in scope such that no significant effect on the environment wll occur.
