Document Description
DTSC has deemed adequate the Closure Plan and Post-Closure of the Open Burn Facility, a 17 acre site, formerly used to burn solid rocket propellant. Due to the relatively recent realization of perchlorate's potential for human health impacts, these cleanup levels have not yet been finalized. Cleanup levels for soil perchlorates which are protective of groundwater and human health will be set by DTSC at a future date. The Open Burn Facility contains widespread perchlorate residues in soils and groundwater. DTSC has found acceptable the closure activities completed by the RWQCB for contaminants other than perchlorates for all areas of the Open Burn Facility with the exception of pit 3 and 5 (see below). Possible post-closure care and monitoring requirements for soils with perchlorate contamination will depend on cleanup levels yet to be approved for perchlorates and the relative degree of perchlorate remediation archieved. Pits 3 and 5, covering just over one percent of the site, have ongoing soil remediation activities due to the presence of organic solvents and perchlorates. With the exception of perchlorates, DTSC approved the cleanup levels set by the RWQCB that include a level of 1 ppm Total Volatile Organic Compounds and other remediation specific standards as specified in the RWQCB Site Cleanup Requirements. Perchlorate level cleanup requirements will be imposed at a future date. The Closure Plan requires the area to be deed restricted to RWQCB remediation activities until such time as industrial exposure soil standards are achieved and other industrial land use restrictions are appropriate.
