Document Description
The project consists of adding a travel lane to an existing roadway through road widening and lane restriping to eliminate an existing "pinch point" on the westbound through lanes on Grand Avenue as it intersects Ash Street/State Route 78. The 250 feet of road widening will be limited to the north side of Grand Avenue just east of Ash Street and would require the installation of a new a curb, gutter and underground drainage pipes and the construction of an approxiamately 180-foot-long retaining wall not to exceed 4 feet in height. The street widening combined with restriping of the roadway will create a 1,300-linear-foot second travel lane that would link existing double travel-lanes. Furthermore, restriping will lengthen the existing lane transition located west of the intersection that narrows from two lanes to a single lane. Existing traffic lights and associated signage and loop detectors will be relocated to serve the realigned Grand Avenue/Ash Street intersection. While the proposed project would necessitate the elimination of 360 feet of on-street parking (approxiamately 16 spaces), the associated impact would be negligible because adjacent residential and church-uses have been developed with adequate on-site parking. All of the proposed project will take place within the existing public right-of-way.

Reasons for Exemption
The proposed improvements consists of minor alterations to a street involving minor widening of existing pavement, the construction of a retaining wall, and the restriping of existing travel lanes all located within the City's right-of-way without removing a stand of trees or other scenic resources. The new two-lane section would involve negligible or no expansion of the existing use in that the section is less than 1300 feet in length and would tie into existing two-lane roadways at each end.
