Document Description
This project involves the implementation of cleanup measures for contaminated shallow soil beneath certain parts of the Former Sargent Industries Facility. This is an interim measure to remove "hot spots" of contamination located in three areas of the property. The proposed remedial activities will involve excavation, removal, and off-site treatment/disposal of soil beneath facility Areas 2, 5, and 9 where volatile organic compounds (VOCs), including 1,1,1-trichloroethane (TCA), tetrachloroethen (PCE), and trichloroethene (TCE), and petroleum hydrocarbons (TPH) are present. The objective of this interim removal action is to remove a source that is known to be impacting the groundwater beneath the site. Further investigation of other possible source areas and addressing the contaminated groundwater must be conducted before the final remedy is completed. An Interim Remedial Measures (IRM) Workplan has been prepared which includes a detailed engineering plan for conducting the remedial measures, a description of the on-site contaminants, and the remedial goals to be achieved, which are required elements of removal action workplans (Health and Safety Code Section 25323.1). The IRMs will take place in Area 2, an undeveloped parcel on the north side of East 55th Street; in Area 5, a largely vacant one-story building where historical equipment testing reportedly took place; and in Area 9, an asphalt-paved parking lot that lies immediately southeast from the intersection of East 56th and Malabar Streets.

This project will have no possibilty of a significant environmental effect because it will be operated in a screened, secured area in an existing industrial zone in compliance with stringent air quality standards, and involves the removal a small volume of excavated waste for a short duration. Air monitoring and dust suppression measures will be implemented to insure that there will be no unsafe air emissions. The controlled nature of the opeation and its small scale limit the potential for significant effects to the environment.
