The proposed activities are associated with the Humboldt Bay Municipal Water District's on-gong operation and maintenance of existing structures and facilities in the Mad River. No new structures are proposed. The facilities involved are necessary for the continued operation of the HBMWD'S pumping facilities at Essex, near Arcata, and the hydroelectric power plant at Ruth Lake. All of the activities have been routine for many years.
