Document Description
The proposed project is an update of the 1988 Land Use and Circulation Element of the City of Fillmore General Plan (hereinafter referred to as the "General Plan Update"). The General Plan Update addresses the community's vision for development during the planning horizon, identified as the year 2020. The General Plan Update includes a map of proposed urban boundaries and planned land uses. It also contains goals, policies, and implementation measures that will govern the growth of the City and the management of its resources. The General Plan Update only involves three elements (Land Use, Circulation and Housing Elements) of the seven mandated elements of the City's General Plan. The remaining mandated elements, Conservation, Open Space, Noise, and Safety Elements are not included in the proposed General Plan Update.
