Forester Creek Improvement Project Phase 2 (CIP 99-21)

The project involves improving the reach of Forester Creek from Prospect Avenue to just downstream of Mission Gorge Road. The purpose of the improvements is to increase the flood-carrying capacity of the creek. Currently, the channel cannot handle the 100-year flood flows and consequently, there are a significant number of properties outside the channel that are inundated in a 100 year flood. The intent of the planned improvements is to create a channel which could contain the 100 year flow. The City completed and certified an Environmental Impact Report for the Forester Creek Master Plan in 1985 and completed phase I improvements downstream of the Mission Gorge Road bridge in 1990. The proposed project represents Phase II of the Forester Creek Improvement Project. An additional component of the project is the extension of Olive Lane south to intersect directly to Prospect Avenue at Argent Street. This connection to Prospect Avenue would include the construction of a bridge over Forester Creek, replacing the existing Via Zapador bridge which would be removed as part of the channel improvements. The extension of Olive Lane would create another direct connection between Mission Gorge Road and Prospect Avenue which would help to better distribute increased traffic expected as a result of the completion of SR52 to Cuyamaca Street, which is anticipated in 2006. The realignment of Olive Lane could include the widening of the existing Olive Lane between Mission Gorge Road and Via Zapador. The extension of Olive Lane has been included as part of the proposed project to replace the north-south connection which will be lost when the Via Zapador bridge is removed for the channel improvements.
