Document Description
On January 19, 1999, Lawrence Livermore National Laboratory (LLNL) submitted a request to the Department of Toxic Substances Control (DTSC) to modify the hazardous waste facility permit for the Explosives Waste Treatment Facility (EWTF) at the LLNL Experimental Test Site (commonly known as Site 300) near Tracy, California. The hazardous waste facility permit for EWTF was originally issued on October 9, 1997. DTSC is approving the request to modify the permit. The class 2 permit modifications request removing three personnel training courses from the EWTF training plans. The Class 1 permit modifications include: (1) removing a form used to record the completion of on-the-job redundant hazardous wastes and/or materials explosives technician/techmologist courses; (2) updating information on training course numbers and/ortitle changes; (3) consolidating and/or adding courses; (4) changing job titles and description; and (5) allowing other minor corrections. Completion of harardous waste training courses still required by the permit will continue to be recorded in LLNL's Laboratory Record of Completed Courses (LROCC) database. These hazardous waste related records are reviewed by DTSC during DTSC inspections.

Reasons for Exemption
1.) The courses to be removed are unneccessary and will not affect the operation of the facilities. For example, LLNL requested that SARA/OSH Field Experience training course be removed from the EWSF Technician and EWTF Technician training plans because this course is related to site cleanup activities. EWSF and EWTF Technicians do not perform site cleanup activities. 2.) LLNL personnel working at the facilities are still required to complete all applicable training in accordance with Title 29, Code of Federal Regulations, and Title 8, California Code Regulations. For example, LLNL requested that the Health Hazard Communication for Supervisors, Health and Safety course be removed because it is a hazardous materials course. The analogous course for hazardous waste is the Hazardous Waste Operations and Emergency Response (HAZWOPER) for Supervisors which is a required course under Title 29, Code of Federal Regulations. 3. Removal of unneeded training courses will ensure that the training plan is consistent with the job duties of facility personnel.
